An anaesthetist based in Kitchener faces fraud charges following an investigation by the OPP anti-rackets and health fraud units.

Police say Dr. Kulbir-Singh Billing was arrested Monday in connection with one incident in 2010 and another in 2013.

In both cases, Billing allegedly billed the Workplace Safety and Insurance Board and OHIP for services that he did not actually provide.

The exact amounts of the bills were not provided, but Billing faces two counts of fraud over $5,000.

Billing operates out of a pain clinic on River Road in Kitchener, and has hospital privileges in Guelph and Palmerston – although his privileges at Guelph General Hospital were suspended in April after 29 years at the facility.

“He provided services within our pain clinic; however we closed the clinic in April due to funding restraints,” hospital president Marianne Walker told CTV News.

Billing was released from custody and will appear in a Kitchener court in January.
