Waterloo Regional Police have laid charges against two Toronto area people

36-year-old Eva Donna Okello and 28-year-old Paul Matthew have been charged with fraud, personation, common nuisance and conspiracy.

Police allege Okello posed as a registered nurse, using the name Eva Klein and obtained employment at Lanark Heights Long Term Care Home in Kitchener. They say Okello worked there periodically in 2011 between April and September.

Okello was hired through health-care related employment agencies that use the name "Essentials Canada", "Essentials America" and "Supplecare" all owned and managed by Matthews.

Police have also charged Okello with Trafficking of a controlled substance and two counts of Breach of Recognizance relating to charges in the Hamilton area.

The Ministry of Health Long Term Care Compliance Division and the College of Nurses are aware of the incident.

The Administration at Lanark Heights LTC Home notified Waterloo Regional Police with concerns after learning of an incident being investigated in Perth County.

Matthews appeared in court Wednesday morning.

Okello will make a court appearance on April 26th.

Police say the investigation is continuing.
