The main highway through the community of Clifford was shut down for more than four hours Friday.
Ontario Provincial Police say a man barricaded himself inside an apartment on Allan Street around 3:30 p.m.
The area was closed out of concern for public safety.
Residents saw officers wearing fatigues and carrying rifle-style guns.
After negotiating for several hours, a man who has not been identified was arrested and taken into police custody.
Highway 9 re-opened around 8 p.m.
Anyone who was in the area at the time is asked to call to OPP.
