A man whose actions led to a police standoff in Hanover has pleaded guilty to arson, assault causing bodily harm and other charges.

In April, two blocks of 10th Street were closed off for several hours due to the actions of a man in an upper-floor apartment.

The man was seen throwing items out of a window in the apartment, and heard claiming to be in possession of weapons and explosives.

At the time, police said that Richard Williams was arrested after starting two fires in the apartment.

He had been subdued by a conducted energy weapon.

Wednesday, Hanover Police said that Williams had pleaded guilty to arson, public mischief, mischief to property, uttering threats, assault causing bodily harm and failure to comply with probation.

He was sentenced to one year in jail – in addition to the 154 days he had already served – and two years on probation.

Some of the charges related to other incidents involving Williams in 2013 and 2015, police said.
