It’s been more than a year since Todd Cowan was charged with fraud and breach of trust, and nearly 18 months since he made news of his double-billing expenses public.

And the former mayor of Woolwich still has a three-month wait before the case is resolved.

Closing arguments at Cowan’s trial wrapped up Monday in Kitchener court.

Neither side disputes that Cowan billed about $2,700 worth of expenses to multiple levels of government, or that he eventually paid the money back.

In court Monday, the Crown highlighted specific incidents where billed expenses including meals with two local politicians, both of whom testified that the meals in question never took place.

Cowan’s lawyer maintained that his client was a poor bookkeeper – the same choice of words Cowan has been using since the allegations first came to light – who never intentionally submitted receipts twice.

A verdict in the case is expected to be delivered June 15.

Potential penalties Cowan is facing if convicted include probation and jail time.

Cowan was mayor of Woolwich from 2010 until 2014.
