A single vote continues to be the margin for the winner of the Kitchener ward nine race after nearly 4,000 ballots were counted for a second time.

Frank Etherington won the council seat over Debbie Chapman by one vote on Oct. 25, and his win was confirmed after a recount requested by Chapman.

After the recount, Etherington had 1,689 votes while Chapman received 1,688 votes. That includes ten disputed ballots that were remarked and then put through.

The ballots were run again by the city clerk at Kitchener City Hall on Wednesday, with the candidates and their scrutineers keeping a close eye on the four hour process.

Etherington says "I was greatly relieved and delighted to see exactly the same result."

Chapman adds "Regardless, it's still been a wonderful campaign that we ran and the results were amazing."

However, any voter or Chapman herself could ask for a judicial review in the next 15 days, before the winner is officially declared.

Chapman says her team has not discussed that possibility, but "If we were to go that route we would make that known within the next few days…we're not going to draw it out."
